Livelihoods and Ecotourism in Developing Countries

TOURISM has demonstrated resiliency in the face of the global economic downturn. Globally, the tourism industry generated more than $1 trillion in 2010, according to the World Tourism Organization (WTO). And the share of tourism in developing countries is steadily rising, up from 31% in 1990 to 47% in 2010.
"Sustainable tourism has proven one of the most effective ways of providing economic and employment opportunities for local communities while protecting the world's natural resources," said Taleb Rifai, WTO's Secretary-General.
"For many people, there is an attitude of "we had better see it while it is still there to see" when it comes to visiting threatened forests or endangered wildlife," said Patrick Durst, a senior forestry official with the UN's Food and Agriculture Organization (FAO), working in Asia.
Local benefits
Ecotourism can provide local communities with motivation to maintain and protect forests and wildlife. When local people get income and employment from ecotourism, they are far less likely to destroy the natural resources through unsustainable exploitation.
"Ecotourism has a far greater potential for contributing to income and livelihoods in poor rural communities than what is realized," noted FAO's Edgar Kaeslin, Forestry Officer in Wildlife and Protected Area Management. "It is crucial that local people are fully involved in the activities and receive sufficient benefits."
The benefits of ecotourism flowing to local businesses are dramatically higher than those from mass tourism. Standard all-inclusive package tours typically deliver just 20 percent of revenue to local companies, while the rest is captured by airlines, hotels and large tour companies, whereas locally-based ecotourism operations that hire locally and are based locally can return as much as 95 percent of earnings into the local economy.

Boko Haram Attacks Police Headquarters - Abuja

Forty-eight hours after the conditions for a truce militant Islamist group yesterday blasted the Boko Haram Louis Edet House, Police Headquarters in Abuja. The attack killed two people, with around 35 vehicles destroyed in the incident at 10:58 clock. The police commander confirmed the high number of deaths. The victim, reportedly a suicide attack and the director of traffic that led him to the parking lot near deployment.
The attackers had infiltrated the convoy of a Deputy Inspector General of Police (DIG), whose identity can not be determined at the time of printing. The incident came a day after members of the militant group committed to violent attacks and comprehensive, said his men had trained had happened in Somalia. Somalia is known as a haven for the dreaded Al-Qaeda in Africa. Inspector General of Police, Hafiz Ringim had earlier this week declared war Boko Haram.
Witnesses said the bomb exploded in the parking lot near the entrance door in a Mercedes Benz 230 V-boat consumes only occupants of the vehicle. The other victim was identified as a meter maid who apparently tried the car from where it was distracting nearby. Sources suggested that the car carrying the bomb, followed closely by a Honda Accord car followed, which are presumably used by the authors of the law.

EFCC Snubed by Dimaji Bankola

Besieged outgoing chairman of the House of Representatives, Hon Dimeji Bankole yesterday not to the Economic and Financial Crimes Commission (EFCC) appears following a call for clarification in connection with a N10 billion loan on behalf of the House to be signed.
Bankole, was introduced to the EFCC on 26 convened last month, but requested more time and was moved to Saturday 11.am report. But he was conspicuously absent from the Commission on the submission of this report.

Reporters from several media companies have besieged the headquarters of the EFCC in Wuse 2, Abuja, against 10 clock, calculates the arrival of the battlements, but waited in vain to 17:00 clock.

Pressure On Jonathan To Sign 2011 Budget

 After a long while i finally got all that's needed to get back on my news blog. and i sincerely apologize to all my lovely readers, and on this not i set off with the 2011 budget.

INDICATION emerged yesterday that the leadership of the National Assembly is mounting pressure on President Goodluck Jonathan to assent to the 2011 Appropriation Bill despite the alleged injection of N500 billion into the budget by the House of Representatives.
A source in the Presidency who pleaded anonymity disclosed to The Guardian yesterday that the leadership of the National Assembly is mounting undue pressure on President Jonathan to assent to the bill before June 5, so that their members would get their entitlements before the expiration of their tenure.
Meanwhile, President Jonathan will on Monday flag-off activities leading to his inauguration for a fresh term of office on May 29, by meeting principal operators of Nigeria’s private sector in Lagos.
President Jonathan said in a meeting with the Special Adviser to the United Nations (UN) Secretary-General, Prof Jeffrey Sachs that inputs and recommendations from participants at the session would be put to good use in the fine-tuning of government’s action plan for the next four years.
According to the President, “it (meeting with private sector leaders) will prepare us to hit the ground running after May 29.”
“The President is under pressure from the leadership of National Assembly to sign the budget before June 5. We are aware that most of the lawmakers are not returning and that is why they are eager to get all their monies before May 29. The way the leadership of both chambers is pressuring and lobbying the Presidency on the matter, it is seems that they need the allocation at all cost before May 29. They have even sought the assistance of the President’s close allies to plead on their behalf, arguing that they deserve to get all their monies before their term expires, considering the massive support and co-operation they have given the President especially during his election,” the source said.
On whether the Presidency was succumbing without clearing the disparities in the bill, the source disclosed that the President had not taken a position on the matter as he was still consulting and weighing options. The source said the President was worried and unhappy over the alleged injection of N500 billion into the Bill by the leadership of House.
The Guardian On Saturday investigation revealed that while the leadership of the National Assembly was pushing for the bill to be assented to before the expiration of their legislative term, incoming members led by those of them returning for a second term had reached out to the President, asking him to withhold assent to Bill till after their inauguration.
One of the returning members of the House of Representatives from the Southeast confirmed that they had made such moves to ensure that they did not face financial difficulties when they resumed for new House on June 6.
The member urged the anti-graft agency to close in on the leadership of the House and find out how they have managed the funds allocated to the House in the last four years. The lawmaker expressed concern that the loan of N10 billion was secured from a bank, whereas they got N156 billion budgetary allocation last year.
Also, one of the 11suspended members of House of Representatives who pleaded anonymity disclosed to The Guardian On Saturday yesterday that Speaker Dimeji Bankole reneged on his promise to source for fund ‘at all cost’ last Wednesday to pay their entitlements.
The member alleged that it was discovered that the sum of N500 billion and not N200 billion as reported by a national newspaper not (The Guardian) was illegally padded into the 2011 Appropriation Bill and that it had been the source of differences between the Presidency and the leadership of the House.
“With the ultimatum given to the Speaker to source for funds and pay us our entitlements which expired last Wednesday, the Speaker failed in his promise and refused to reconvene the House in time that day. He was in executive sessions for hours pleading with our colleagues for understanding and assuring them that the lapses would be taken care of in the 2011 Appropriation Bill if signed into law,” the member disclosed.
The member revealed further that the delay in assenting to the Bill by the President was not unconnected with inflated figures inserted in the bill by the leadership of the House. On what would happen if the President failed to assent to the bill before their term elapsed on June 5, the lawmaker said that they had no option than to take Bankole to court.
President Jonathan explained that the brainstorming session had been scheduled because he wanted his inaugural activities to include not just pomp and pageantry as usual, but also serious preparation for the successful implementation of his agenda for National Transformation.
The President told Sachs that he was fully committed to pursuing a multifaceted, integrated strategy for rapid national development that would yield significant benefits in public infrastructure, power supply, education, healthcare, job creation, poverty alleviation and other areas.   “We must pursue an integrated approach. There is no way we can isolate any particular sector for attention, as they are all inter-related. If we do that, we will fail,” he said.
Remarking that he was always saddened by Nigeria’s current indices of human development especially in the area of public health, President Jonathan said he would pull out all stops to ensure that the country’s ranking on the Human Development Index rose significantly in the next four years.
Thanking Sachs for his continuing devotion to development in Nigeria, the President remarked that it was a very justifiable commitment since any progress in Nigeria would impact positively on the rest of Africa and the world.
“If Nigeria gets out of the woods, that is 20-25 percent of Africa out of the woods. We can carry other African countries along. If our economy improves, it will impact positively on the rest of the world,” he said.
Sachs congratulated President Jonathan on Nigeria’s recent elections, which he said the entire world was cheering.
He said with the successful elections, Nigeria was now at a positive juncture for the consolidation of democracy and rapid economic development, adding that the UN was very keen on supporting the Jonathan administration in any way that it could.

Kadhafi Promises Victory Amid Ongoing Western Assault

Oil Price Hike, Threat to the Economy - Sanusi

News Buffet —Lagos Brent crude for April delivery was up 86 cents to $115.65 per barrel (pb) at the weekend but the Central Bank of Nigeria (CBN) warned that the higher oil prices and government spending will worsen inflation.

THE Economic and Financial Crimes Commission, EFCC, yesterday, arrested Dr Hassan Lawal, a former Minister of Works in late President Umoru Yar'Adua administration over an alleged N50 billion scam bordering on money laundering and gross neglect to the tenets of due process in the transaction of government business

Lawal, who was arrested in the early hours of yesterday, was said to have been playing a hide and seek game with the operatives of the anti-graft agency since he was placed on the watch list last year.

The high rate of crime and corruption in Nigeria has gone beyond its bound, It was reliably gathered that Lawal allegedly perpetrated massive fraud, gross abuse of office, monumental financial recklessness and indiscriminate award of contracts to allies and cronies.

As much information were being released News Buffet further revealed that he also allegedly awarded contracts to unregistered companies running into over N50 billion.

Operatives are said to be on the trail of the companies used to allegedly commit the financial crime.


While Lawal remains in the custody of the anti-graft agency, operatives are leaving nothing to chance to bring his alleged fellow financial crime perpetrators to book.

While alleging that political war against him started in 2006 with the stealing of his vouchers at the Governor’s Office which was meant to implicate him, Daniel also recalled that a number of his cabinet members were quizzed by Economic and Financial Crimes Commission (EFCC), but eventually came out clean.

The four centers which are in the deep Nziko forest at Nteje in Oyi Local Government Area, were manned by registration officers and had, at the time of the discovery, registered only about 200 voters since the commencement of the exercise 10 days ago.

Voters Registration: 2 killed in jos

Two people were killed and one wounded in the skirmishes which occurred over registration of  voters at Tina Junction in Jos, Plateau State. News Buffet cut up with Information revealing that the trouble started when a group of boys were being escorted by men of the Special Task Force from Rikkos, a Hausa dominated area, to Philips Academy in Yan Trailer area to collect registration materials.

Dr Goodluck Jonathan Wins PDP Primaries Over Atiku

President Jonathan was declared winner by Prof Tunde Adenira
Total  votes caste 3542 and  61 votes voided.
Sarah Jubril got  one vote, the former Vice President Atiku Abubaka got 805 votes and President Jonathan 2736 votes.
President Jonathan, while clearing close to 97% of delegates’ votes from states in the southern part of the country, could not replicate same in some of the states in the northern part of the country.
Even at that, President Jonathan made very strong showing in Northern states and even went ahead to win in most of them.

For instance, in Adamawa State, from Atiku own state, the votes cast there were in favour of President Jonathan by a little over 70%. Jonathan had 76 votes to Atiku’s 31 votes.
But the first sign of a keenly contested primary came when votes from Bauchi State were counted.
President Jonathan scored 46 delegates’ votes while Atiku scored a close 44 delegates’ votes.
In Akwa Ibom, for instance, it was a total wipe out as all the 141 delegates from the state voted for Jonathan.
The same thing happened in President Jonathan’s home state of Bayelsa where all the 67 delegates voted for him.
However, Atiku beat Jonathan in Sokoto, Zamfara, Niger, Kebi and Kano States. He scored 98 votes in Kano Jonathan’s 21. In Sokoto it was 84:32 and Zamfara, 70:7 in favour of Atiku.
In Kebi it was Jonathan – 33 Votes; Abubakar – 44 Votes. And in Niger Jonathan – 16 Votes; Abubakar – 94 Votes
As earlier reported, the outcome was pay back time for the PDP state governors who had given their word to President Jonathan that they would support his candidacy.
It would be recalled that even in states where the governors would have had difficulties returning for second term or choosing candidates of their choice as successors, the party leadership and President Jonathan left the field to the dictates of the state governors.
Therefore, the results represented a reciprocation of the goodwill of President Jonathan and the leadership of the party by allowing, first, the state governors to have their way and, secondly, paying back with delegates’ votes for President Jonathan.
